1.1.4            Scope of construction
In this project, heat meters, water meters, intelligent electrical parameter transducers, outdoor temperature loggers and GPRS data acquisition controllers will be installed in the existing district boiler rooms, first exchange stations of combined heat and power units and the heat exchange stations in communities with wireless communication technology and network information system utilized. On this basis, the heating energy consumption monitoring platform system is established for the civil buildings in Yinchuan City. The project monitoring system mainly consists of the construction of the following three parts:
           1.              Construction of host computer data center
           2.              Construction of slave computer data acquisition system
           3.              Addition of measuring instruments
In order to support the normal operation of heating boiler rooms and heat exchange stations and ensure the stability of the signals from the monitoring platform as well as the authenticity of the data, additional measuring instruments need to be installed for the heating boiler rooms and large first heat exchange stations of the combined heat and power units as well as the heat exchange stations in communities, and the data will be transferred to the background processor of the monitoring platform for data analysis. The details of the additional instruments are as follows:
(1)                  Heat measuring meters will be added to the circulating water pipelines of the primary heat networks of the regional boiler rooms and the first heat exchange stations as well as the circulating water pipelines of the secondary heat networks of the heat exchange stations of the communities to monitor the heating rate;
(2)                  Water meters will be added to the outlet pipelines of the water make-up pumps on the primary heat networks of the regional boiler rooms and the first heat exchange stations of the combined power and heat units as well as the outlet pipelines of the water make-up pumps on the secondary heat networks of the heat exchange stations of the communities to monitor the water consumption;
(3)                  Intelligent electrical parameter transducers will be added to the regional boiler rooms, the first heat exchange stations of the combined power and heat units and the heat exchange stations of the communities to transmit and monitor the electricity consumption data.
The water, heat and electricity data of the regional boiler rooms, the first heat exchange stations of the combined power and heat units and the heat exchange stations of the communities will be displayed on the monitoring platform. The operation conditions of the regional boiler rooms, the first heat exchange stations and the heat exchange stations of the communities will be determined through independent background data processing and making comparison with the water temperature and flow rate of the heating pipelines displayed on the front end of the heat exchange station. The problems detected on the heating system shall be eliminated with the expertise’s analysis so as to meet the design conditions for centralized heating in winter for the urban area. In order to ensure the stability of the signals and the data, all instruments shall be in foreign well-known brand.
           4.              Construction
Tender process for the hardware/software and the construction teams, and system installation, commissioning and acceptance will be performed in accordance with the relevant provisions of national and local requirements

1.3.1            Total investment
The total investment of this project is RMB 12,601,400, covering:
           1.              Project preliminaries RMB 300,000;
            2.          Total costs of the data acquisition and communication equipments as well as their installation for the data center of monitoring platform, first heat exchange stations, regional boiler rooms and the heat exchange stations of the communities, RMB 12,301,400.

1.3.2            Capital source and plan for use
The total investment of the project is RMB 12,601,400, covering the total investment for the monitoring platform (including the construction of data center and end system of the monitoring platform) of the project RMB 12,301,400.
The grant from the World Bank, USD 632,800, will be applied for construction of the monitoring platform, where 50% of the amount for construction of the data center software of the monitoring platform is to be applied against the grant from the World Bank and 30% of the amount for construction of the data center hardware of the monitoring platform is to be applied against the grant from the World Bank; the total amount for these two parts (software and hardware) is USD 207,900, i.e. about RMB 1,284,600; for the equipments, meters and installation works, it is planned to apply for 30% of the amount used for these works from the World Bank’s grant, i.e. USD 424,900, about RMB 2,625,900; for the remaining capital, the Yinchuan Heating Property Management Office will raise RMB 8,390,980from the heating enterprise.

Chapter 2      Project Background and Necessity of Construction

2.1       Background for proposing the project

2.1.1            National requirements for energy conservation and emission reduction
Energy is the material basis of the human society and it is also the important resource of economic and social development. In the 21st century, all countries around the world treat the energy security on the top priority in the development strategy, and take improvement of the energy efficiency and energy conservation as a major measure for the economic and social life.
The CPC Central Committee and State Council attach great importance to the energy conservation and emission reduction and take the energy conservation and emission reduction as the important measure for adjustment of the economic structure, transformation of the development mode and promotion of the scientific development.
In the "Eleventh Five-Year" period, the national energy consumptions per unit of GDP falls by 19.1%; the national sulfur dioxide emission is reduced by 14.29%, the national chemical oxygen demand emission is reduced by 12.45%; the objectives and tasks defined in the Outline of "Eleventh Five-Year" Plan are basically completed.
With the development of the national economic work in the 12th Five-Year period, the state economic and industrial structures have also been adjusted and the energy conservation efforts are more than those made in the "11th Five-Year" period. In 2011, the State Council issued the "Comprehensive Energy Conservation and Emission Reduction Program for the 12th Five-Year Period” (Guo Fa [2011] No. 26). In 2012, the State Council issued the "12th Five-Year Planning for Energy Conservation and Emission Reduction" (Guo Fa [2012] No. 40). The issue of the above program and planning will further strengthen the implementation of energy conservation and emission reduction, eliminate the outdated capacity and adjust the economic structure.
At the end of the "11th Five-Year" period, i.e. in 2010, the comprehensive energy consumption of the Ningxia Hui Autonomous Region is 36,780,000 tons of standard coal; the comprehensive energy consumption per unit of GDP is 3.308 tons of standard coal per RMB 10,000; the energy consumption per unit of industrial added value is 6.12 tons of standard coal per RMB 10,000; the comprehensive energy consumption per unit of GDP is decreased by 20.09% in comparison with that in 2005; the "Eleventh Five-Year" energy-saving goals and tasks are fully completed and valuble experiences are accumulated and solid foundation is laid for the energy saving works in the 12th Five-Year period. For the “12th Five-Year period”, the state determines the energy saving target of Ningxia is the energy consumption per unit of GDP is decreased by 15% and the annual average fall is 3.2%. If we calculate based on 12% average increase of GDP 12% , the total energy consumption of the whole region must be controlled within 55,000,000 tons of standard coal and the annual average increase of the energy consumption must be controlled within 8.4% at the end of the “12th Five-Year” period if we want to finish the energy saving tasks.
2.1.2            Measures for achiving energy saving and emission reduction
In China, the building energy consumption accounts for about 1/3 of the total energy consumption of the country. At present, new buildings approximately one billion square meters will be built each year in China, which accounts for 40% of the buildings newly built each year in the world, and the consumption of cement and steel materials also accounts for 40% of the total consumption of the whole world.  As the continuous improvement of the urbanization level in China and the improvement of the people's living quality, the building energy consumption is rapidly increased. The eexperts estimate that the construction area of China will reach 28 billion square meters by 2020 nearly reaching the alarming level. Therefore, building energy efficiency becomes a problem that must be settled for Chinese economic development.  The building energy saving is an important measure for implementation of the sustainable development strategies, achieving the national energy planning objectives and reduction of greenhouse gas emissions. It is in line with the global development trends. Building energy efficiency has been awared by the whole society, and the implementation of the mandatory standards for building energy efficiency also ensures the healthy development of energy-efficient buildings. The energy-efficient buildings will become the main theme of the future residential construction.
In the "Eleventh Five-Year" period, Ningxia over fulfilled the building energy-saving tasks. The housing construction area of the whole region is 137.770.000 square meters, including residential area 919,700 square meters accounting for 66.76% of the total housing area and public buildings 45,800,000 square meters accounting for 33.24% of the total housing area. The area of energy-saving building is 529,900 square meters accounting for 38.46% of the total housing area. The total heating area of the buildings in this region is 77,195,000 square meters; the energy used for heating the buildings is 2,530,000 tons of standard coal accounting for 10% of the total annual energy consumption of the whole region. The implementation of energy efficiency standards for new buildings in this region have been 99.2%. In the "Eleventh Five-Year" period, 11 projects in this region are identified as renewable energy demonstration building projects, and 2 renewable energy building demonstration county and demonstration city are identified; 13 projects are listed in the renewable energy demonstration projects of the autonomous region with the application area of 3500,000 square meters.
According to the demand predictions in various areas of the autonomous region, the energy demand in Ningxia at the end of the “12th Five-Year” period will reach 70,000,000 tons of standard coal, which is 15,000,000 tons of standard coal higher than the control level on energy consumption. There is serious conflict between the energy demand and the energy reduction policy. The building energy conservation is also facing grand challenge for the achievement of the energy conservation objective. According to the “12th Five-Year Energy Conservation and Emission Reduction Planning in the Ningxia Hui Autonomous Region, for the cities (towns) above county level in this autonomous region, the proportion for the new buildings with energy saving 50% performed in the design and construction stages shall be 100%; all the new building in the five prefecture-level cities shall have energy saving 65%. If the building energy saving objective can be achieved over the level achieved in the 11th Five-Year period, it will give a great effect to the achievement of the national energy saving and emission reduction objectives and tasks at the end of the 12th Five-Year period.
In recent years, the state has listed the energy saving and emission reduction in the “12th Five-Year” planning since it is necessary to deal with the change in the global climate. At present, the heating energy consumption in China accounts for 10% of the total energy consumption of the whole society. The heating energy consumption in the heating period for northern area is large and the average energy consumption is nearly 2 or 3 times the consumption of the advanced countries. It is just like the level in the 60s and 70s in the advanced countries. The heating energy saving plays an important role in the energy saving of the whole society in China.

2.2       Necessity of project establishment

2.2.1            Implementation of the national policy in energy saving and emission reduction
China has included the resource conservation in our basic national policies and energy saving is also being increasingly valued from the central to the local government. It is both a challenge and a rare opportunity. To implement the Implementation Views for the State Council’s Decisions on Strengthening Energy Conservation Issued by the Ministry of Construction (Jian Ke [2006] No. 231), the Energy Conservation Regulations for Civil Buildings (No. 143 Order of the Ministry of Construction, the People's Republic of China), the Energy Conservation Design Standards (heating-residential buildings) (JGJ26-95) and the State Council’ Notice on Issuance of a Comprehensive Program on Energy Conservation and Emission Reduction (Guo Fa [2011] No. 26), and develop the energy conservation and emission reduction works deeply so as to carry out the "Implementation Plan for the Blue Sky Project in Yinchuan City in 2013" (Yin Dang Ban [2013] No. 23), it is decided to make precise monitoring and statistic on the energy consumption in winter heating in Yinchuan City in reference to the "Urban Development Plan of Yinchuan City and in combination with the status of the existing buildings.
2.2.2            Implementation of Energy Conservation and Emission Reduction Policy of Yinchuan City
To further strengthen the air pollution control and improve the air quality in Yinchuan City, the Yinchuan Municipal Office and Yinchuan Municipal People's Government Office issued the “Implementation Plan for the Blue Sky Project in Yinchuan City in 2013” (Yin Dang Ban [2013] No. 23) on March 12, 2013.
To achieve the objectives and implement the tasks under the "Implementation Plan for the Blue Sky Project in Yinchuan City in 2013" (Yin Dang Ban [2013] No. 23), the Housing Security Bureau of Yinchuan City plans to conduct a comprehensive upgrade for the heating system so as to promote the energy conservation and emission reduction works. The specific works are as follows:
1.                     For the coal-fired small boilers below 40 tons involved in the "Implementation Plan for the Blue Sky Project in Yinchuan City in 2013" (Yin Dang Ban [2013] No. 23)”, centralized heating will be implemented according to the working policy of "demolition, change, combination and treatment" subject to the distribution of the existing civil buildings in Yinchuan City and in combination with the alteration to the old pipe networks and existing residential communities in Yinchuan City.
2.                     The "High-pollution Fuel Control Measures in Yinchuan City" will be strictly implemented. In the area where high-polluting fuels are restricted, no new coal-fired boilers will be erected and the existing coal-fired boilers must be fed with high-quality coal with the sulfur content less than 1.0% and ash content less than 15%. The alteration to the dust removal facilities of the coal-fired boilers with excess fume emissions as identified in 2012 will be performed and desulphurization alteration to 4 boiler rooms in Zexiang Xixia District Heating Station, etc. will be started. The supervision to the coal-fired boilers will be strengthened and pollution permit system will be implemented. The stations with excess emission will be required to take corrective measure in a specified period and pay penalties.
3.                     Actively apply for the national and regional project funds to broaden the financing channels for improvement of heating system, encourage the social capital investment and eliminate the outdated coal-fired boilers used in the urban area gradually.
4.                     Establish the heating energy consumption monitoring platform project to make real-time monitoring and statistics to the heating energy consumption of the civil buildings in Yinchuan City. The monitoring involves the regional boiler rooms, the big first heat exchange stations and the heat exchange stations of the communities. The establishment of heating energy consumption monitoring platform will not only provide reference for the government to making policies and decisions on heating and energy conservation but also lay solid foundation for the future implementation of energy audit, energy efficiency publicity, energy use quota, over-quota mark-up and energy service systems, etc. In addition, there will be demonstration effect for the measuring of natural gas and electricity source, etc in Yinchuan City so as to further promote the implementation of national energy saving and emission reduction tasks and improve the energy efficiency.
2.2.3            Necessity of heating supervision in Yinchuan City
Household metering for heat supply was started in 2007. Since 2007, a pilot installation of household heat meter has been performed. Up to 2012, the heat metering became daily work. However, the energy consumption monitoring system is still in its starting stage and there are no unified, scientific and guiding management standards. When the administrative departments at all levels develop the energy-saving and emission reduction targets and prepare the relevant development plans, work plans and policies, regulations and standards, there are no effective building energy consumption data so it is difficult to get a more accurate building energy consumption statistics. There are large quantity of civil buildings in various pattern built in different year, so we cannot clearly understand the heating situation in the region and fully know the building energy consumption and management situation.
For the first heat exchange stations of the combined power and heat units, the regional boiler rooms and the heat exchange stations of the communities in Yinchuan City, the heating energy consumption measuring equipments are not fully provided and the precision level of the meters is low, and furthermore the meters do not run stably. The competent department can make real-time monitoring to the heating situation of the heating company, so it is impossible to make correct judgment to the low temperature status in the building as claimed by the users. The actual problems can’t be settled though large labor investment and costs are spent. Therefore it is urgent to establish a heating energy consumption monitoring platform.

3.1       Investigation of heating situation in Yinchuan City

According to the “Urban Master Plan of Yinchuan City (2007 to 2020)”, in 2010, the urban population in Yinchuan City is 1,000,000 people and the construction land area is 117km2 with the construction land area for each people 117m2; in 2020, the urban population in Yinchuan City will be 1,300,000 people and the construction land area is 152km2 with the construction land area for each people 117m2;
The total heating area of the urban area in Yinchuan City is about 55,000,000m2 including coal-fired cogeneration accounted for 21% and coal-fired boiler rooms accounted for 52%; the gas heating accounts for about 27%.
In Yinchuan city, there are 453 heating units totally including 35 companies specializing in heating supply with the heating area about 34,000,000m2 and 418 heating units, including agencies, schools, hospitals, factories and troops, etc with the heating area of 21,000,000 m2 which will supply heat to meet their own demand or supply heat to the society.
There are 594 boiler rooms in this city, including 116 boiler rooms where a single boiler’s capacity is over 10 tons with the heating area about 33,000,000 m2 and 478 boiler rooms where a single boiler’s capacity is less than 10 tons with the heating area 22,000,000m2.
According to the actual heating conditions in Yinchuan in 2012, 50 heat source factories and first heat exchange stations of the combined power and heat units from 15 heating companies as well as 266 heat exchange stations of the communities are selected firstly based on their distribution in Xingqing District, Jinfen District and Xixia District and the heating properties of the heat exchange stations. After making analysis, 29 regional boiler rooms and first heat exchange stations of the combined power and heat units as well as 101heat exchange stations of the communities served by 10 heating companies in Yinchuan City are finally defined. On this basis, the heating energy consumption monitoring platform for civil buildings in Yinchuan is established.
The total heating area of these heat source factories, first heat exchange stations and regional boiler rooms of 10 heating companies is 12,039,400 m2, accounting for 22% of the total heating area of Yinchuan City and about 40% of the total heating area of the civil buildings in Yinchuan City.

3.2       Project target

The Feasibility Study Report for the Civil Building Heating Project in Yinchuan City is prepared after making investigation, study and analysis based on the urban heating planning of Yinchuan City in combination of the heating situation in Yinchuan and in consideration of the heating network, heating systems and heating fees as well as the existing problems. It provides specific technical measures and implementation scheme for establishment of the energy consumption monitoring platform so as to achieve the following targets:
1.              Through the implementation of the heating energy consumption monitoring, the competent authorities will strengthen the management to the heating in winter by the heating company and improve the management level of the heating company.
2.              The standardized management for central heating in Yinchuan can be promoted; meanwhile, the energy audits and energy efficiency publicity process can be enhanced and finally it will facilitate the intensive development of heating in Yinchuan.
3.              Through the establishment of Yinchuan heating energy consumption monitoring platform, the technical upgrading and alteration will be further enhanced, and the capacity of heating control will be improved so that the heat will be supplied on demand and then energy saving and emission reduction can be achieved substantially.
4.              By learning from the achievements in heat energy consumption monitoring system and summarizing the experience in heating coordination system and user’s room temperature monitoring system, the energy monitoring in electricity, natural gas and water system will be gradually developed so as to establish the standardized energy management and monitoring system in Yinchuan City.
 

4.1       Scope of construction and size

The main purpose of this project is to establish the energy consumption monitoring platform. According to the research and study at the earlier stage, we determine the scope of monitoring, i.e. 29 existing regional boiler rooms and the first heat exchange stations of the combined power and heat units in Yinchuan City as well as 101 heat exchange stations of the communities. In the project, intelligent electrical parameter transducers, water meters and heat meters, etc will be installed with wireless, wired communication technology and internet information system utilized so as to establish the heating energy consumption monitoring platform in Yinchuan City.

4.2       Data acquisition

The following four data aspects will be monitored according to the requirements for energy consumption analysis:
(I)                                                    Outdoor temperature data acquisition;
(II)            Instantaneous flow rate, cumulative flow rate, instantaneous heat, cumulative heat, water inlet temperature, return water temperature, temperature difference, running time and fault information of the heat meter, etc;
(III)         Electricity consumption data of the regional boiler rooms, first heat exchange stations of the combined power and heat units and the heat exchange stations of the communities;
(IV)        Water make-up rate of the primary heat networks and secondary heat networks of the regional boiler rooms, the first heat exchange stations of the combined power and heat units as well as the heat exchange stations of the communities.

4.3       System structure

Distributed and multi-level system is used according to the basic conditions of the existing heat supply pipelines in Yinchuan City and in combination of the heating planning in future. This system is easy to be expanded and maintained. It is composed of three levels, i.e. front-end user interface, data processing center, terminal instrumentation and acquisition equipments. Refer to the below Figure 4.3-1.

The B/S and C/S are combined in the interactive interface. The backstage is composed of various server softwares with different function showing the real-time data, historical data analysis result, GIS geographic information and configuration & maintenance information.
Data acquisition, data storage, alarm and emergency management, data analysis, mining, and third-party data interfaces are provided on the data processing level.
For the communication network, the latest GPRS-APN network communication mode provided by the mobile company is used. In the IT room, 10M fiber is provided and the communication front-end will make unified receiving and manage the data at all points. Refer to the below Figure 4.3-2 for the communication network.

The site monitoring equipments mainly include the data acquisition units, analog and digital signal acquisition cards, DTU communication modules and the corresponding heat meters, intelligent electrical parameter transducers, water meters and other primary instruments.

4.6       Software functions

C/S and B/S frameworks are combined in the software of energy consumption monitoring. For the back management and operating personnel, plant-level and regional-level C/S frameworks is used to ensure the reliability of the system and real time; for the common public users, B/S framework is used to facilitate browsing of the related information by the users, and through the Internet, the users can monitor the heating information on the browser side without complicated installation and configuration. The basic technical requirements for the software are as follows:

The process flow chart of the boilers and heat exchange stations is displayed by graphic diagram. The real-time display includes the temperature, pressure, heat consumption and other detailed data. Refer to the below Figure 4-6-1 for flow chart of a single heat exchange station:

4.6.3            GIS geographic information system integration
The integrated GIS geographic information system can monitor the specific positions of the boiler rooms and heat exchange stations as well as the pipeline distribution and heating areas. The key monitoring systems of the boiler rooms and heat exchange stations can be reviewed on the GIS system directly, and we can be led to the detailed process flow diagram page through the menu.
4.6.4            Data analysis system
The detailed historical data of the monitoring data shall be recorded to form curve comparison analysis diagram and other analysis diagrams. Through the background data mining analysis system, the energy consumption data calculation and collection are finished. Reporting forms are formed according to the heating mathematical model and dynamic analysis to the energy consumption data. The reporting forms may be in the format defined by the user.
4.6.5            System management
It includes the user rights management, which is based on role and object of observation. Multi-level management is provided and the temporary authorization, transfer and withdrawing between the different rights are supported.
Tasks scheduling; the pre-set tasks will be finished subject to the time and event-triggering.
Maintenance, backup, recovery and transfer of the background database.
Redundant synchronization and recovery of fault monitoring points.

It is applible for access by tablet PC and smart mobile terminal. It includes the basic monitoring functions other than system maintenance.

It can make data communication and data exchange with other information systems. In the emergency situation, it can send short message and send bulk mails. The content may be developed by the user including the basic object location and real-time monitoring data.

PLC automatic control management has been performed in the heat exchange stations in Yinchuan City, but most of the stations have only met the operation requirements and the heat, electricity and water data acquisition and transmission devices are not completely equipped. By deep investigation and visit, it is decided to install heat meters, water meters and electric parameter transducers to achive the functions of the acquisition system. Recently (2013~2014) 130 heat meters,130 intelligent electrical parameter transducers, 130 water meters and 140 GPRS data acquisition devices and 10 outdoor temperature acquisition units shall be installed.

1.                   The heat meters are installed on the primary heating pipelines of the first heat exchange stations of the combined power and heat units and the regional boiler rooms as well as on the secondary heating network of the heat exchange stations of the communities. These meters are used to measure the heating rata, temperature and flow rate of the circulating water of the primary and secondary heating network, and send real-time data to the data center of monitoring platform through the GPRS data acquisition unit.
2.                   The water meters are installed on the circulating water make-up lines of the primary heating networks for the first heat exchange stations of the combined power and heat units and the regional boiler rooms and on the circulating water make-up lines of the secondary heating networks for the heat exchange stations of the communities. These meters are used to measure the water make-up rate of the primary and secondary heat networks and sent the real-time data to the data center of monitoring platform through the GPRS data acquisition unit.
3.                   The intelligent electrical parameter transducers are installed on the main incoming lines of the circuits of the first heat exchange stations of the combined power and heat units, the regional boiler rooms and the heat exchange stations of the communities. These transducers are installed to transfer the real-time electricity consumption data of the first heat exchange stations, large regional boiler rooms and the heat exchange stations of the communities to the data center of monitoring platform.

4.                   The outdoor temperature acquisition units are installed outside the first heat exchange stations of the combined power and heat units, the regional boiler rooms and the heat exchange stations of the communities. These units are used to obtain the temperature at different outdoor points and send real-time data to the data center of monitoring platform through the GPRS data acquisition controller.
5.                   The GPRS data acquisition controller is installed at the first heat exchange stations of the combined power and heat units, the regional boiler rooms and the heat exchange stations of the communities. These controllers are used to send the real-time data from the heat meters, water meters and the outdoor temperature acquisition units to the data center of monitoring platform through the wireless network.

7.1       General schedule

The work period for Phase I of this project is 90 days from June 2013 until to September 2013. In this phase, the following tasks will be finished including the hardware procurement and development of the system software for the heat energy consumption monitoring platform, erection of data transmission system, installation of the heat meters, water meters, intelligent electrical parameter transducers, outdoor temperature acquisition units and GPRS acquisition controllers for the first heat exchange stations of the combined power and heat units, the regional boiler rooms and the heat exchange stations of the communities as well as the installation and commissioning of the data acquisition equipments.

7.2       Construction schedule

1.              Project management organization and implementation body
The management agency of this project is Yinchuan Heating Property Management Office. In order to facilitate the management to the project operation, the local heating enterprises will be the implementation bodies of this project (June 1, 2013~June 15, 2013).
2.              Capital raising
The capital will be raised based on the investment estimation and capital raising plan determined in the feasibility study stage (June 15, 2013~June 30, 2013).
 
3.              The list of materials and equipments will be developed according to the technical route and tender process will be developed to select contractors for the design, equipments, and software of the monitoring system. Construction teams will be determined and construction contracts will be signed (June 20, 2013~June 30, 2013).
4.              Pre-construction training and installation, commissioning and operation of equipments (June 30, 2013~August 30, 2013).
5.              Experts will be organized to conduct final acceptance after successful commissioning and normal operation (September 2013).

The total investment of this project is RMB 12,601,400, including the project preliminaries RMB 300,000 and cost for construction of the monitoring platform RMB 12,301,400.
The cost for construction of the monitoring platform covers the expenses, RMB 3,548,500, in hardware and software of the data center of monitoring platform and expenses, RMB 8, 752,900, for purchase and installation of the data acquisition and transmission equipments for the first heat exchange stations, the regional boiler rooms and the heat exchange stations of the communities.

8.2       Capital raising for the monitoring platform and use of the capital

8.2.1            Capital raising
The investment for the monitoring platform of this project is RMB 12,301,400. It is planned to apply for USD 632,800 against the grant from the World Bank (about RMB 3,910,100). The remaining part, RMB 8,390,980, will be raised by Yinchuan Heating Property Management Office to the heating enterprise.
8.2.2            Plan for using the proposed capital
The total amount applied to the World Bank’s grant for construction of the heat consumption monitoring platform for the civil buildings in Yinchuan City is USD 632,800, which will be used in the following parts:
            1.          Data center software and hardware of the monitoring platform, USD 207,900 totally (RMB 128.4600).
(1)        50% of the World Bank’s grant is planned to be applied for the software part of the data center of monitoring platform, i.e. USD 124,400 (RMB 769,000);
(2)        30% of the World Bank’s grant is planned to be applied for the hardware part of the data center of monitoring platform, i.e. USD 83,400 (RMB 515,600);
            2.          It is planned to apply for 30% of the World Bank’s grant to pay for the end equipments, meters and installation fees of the monitoring platform, i.e. USD 424,900 (RMB 2,625,900).

Chapter 10              Conclusions

             1.          The main target of this project is energy conservation and reduction of energy consumption, which falls in the scope of support from the World Bank to Chinese heating and building energy-saving projects, and it is also in line with the aid purpose of the Global Environment Facility; in addition, it conforms to the national policy in energy saving and emission reduction.
             2.          Through the implementation of the heating energy consumption monitoring, the competent authorities will strengthen the management to the heating in winter by the heating company and improve the management level of the heating company.
             3.          The energy consumption of the building and the management status can be well known by implementation of this project and thermal analysis and comparison can be done to various civil buildings; on this basis, thermal management and technical exchanges can be developed so as to provide basic data for study of the energy consumption quota and over-quota markup system to guide the building energy management work and promote the development of building energy efficiency work.
             4.          Tthrough the establishment of Yinchuan heating energy consumption monitoring platform, the technical upgrading and alteration will be further enhanced, and the capacity of heating control will be improved so that the heat will be supplied on demand and then energy saving and emission reduction can be achieved substantially.
             5.          The standardized management for central heating in Yinchuan can be promoted; meanwhile, the energy audits and energy efficiency publicity process can be enhanced and finally it will facilitate the intensive development of heating in Yinchuan.
             6.          By learning from the achievements in heat energy consumption monitoring system and summarizing the experience in heating coordination system and user’s room temperature monitoring system, the energy monitoring in electricity, natural gas and water system will be gradually developed so as to establish the standardized energy management and monitoring system in Yinchuan City.
In summary, this project has a defined target, and the technical and implementation plan is s scientific and rational. So it is practicable and good economic and social benefits will be achieved with its development. This project is feasible. It is recommended to be implemented as early as possible.
